VR&E Navigator

The Veteran Readiness and Employment program -- also called VR&E or Chapter 31 -- can pay for college, job training, business startup costs, and a monthly living stipend for veterans with service-connected disabilities. It is one of the most valuable and underused VA benefits available.

WHAT VR&E IS

VR&E is a VA program that helps veterans with service-connected disabilities prepare for and find work. Unlike the GI Bill, it covers not just tuition but also books, supplies, and a monthly living stipend. It can also cover business startup costs and home modifications. Using VR&E does not reduce your GI Bill entitlement.

YOUR ELIGIBILITY ASSESSMENT

Based on your 40% service-connected rating and discharge after January 1, 2013, you have no eligibility time limit. You meet the rating threshold. The next step is an evaluation with a Vocational Rehabilitation Counselor to confirm your employment handicap and determine which track fits your situation.

Questions about this tool

Does using VR&E use up my GI Bill months?

No. VR&E and the GI Bill are separate programs. Using VR&E benefits does not reduce your GI Bill entitlement. However, if you used GI Bill months before switching to VR&E, those months may be deducted from your VR&E entitlement. Ask your VRC about retroactive induction if this applies to you.

Do I need a disability rating before I can apply for VR&E?

No. You can apply before receiving a rating if you are separating from active duty within the next 12 months. Use VA Form 28-0588 for pre-discharge applications. You do not need to wait.

What is the difference between an employment handicap and a serious employment handicap?

An employment handicap means your service-connected disability limits your ability to prepare for, find, or keep a job. A serious employment handicap means it significantly limits those abilities. Veterans with a 20% or higher rating only need to show an employment handicap. Veterans with a 10% rating must show a serious employment handicap, which is a higher bar but still achievable with proper documentation.

FY2026 VR&E Subsistence Allowance Rates

The FY2026 subsistence allowance for full-time enrollment at the graduate level is $3,439.23 per month. Rates vary by training type and dependency status. If your GI Bill Basic Allowance for Housing rate is higher than your VR&E subsistence rate, you can elect the GI Bill BAH rate instead. Ask your Vocational Rehabilitation Counselor about the election process.
